Is there a white paper specifying the data rates for the Alexa Mini?
Specifically I would like to know the bitrate of 4:3 2.8K ProRes 4444, at 25fps.

we're a bit hesitant to give numbers in that regard, since ProRes is a variable bitrate codec, the datarate and the running time vary. So nothing you say is 100% true. Only for ARRIRAW the frames have a fixed size and no compression.
So doing the math on your request based on the ProRes Whitepaper from Apple I get around 800Mbit/s or 380GB/h.
